You begin the filing process by filling in the fields on the Cover Page panel (see figure 1).

Supply a value for each field and press the Continue button when you are satisfied that the information you entered is correct. Each field is described in more detail in what follows.

Fields
Filing Party: Choose the name of the business or person you represent in this filing. This option allows you to specify the filing party for which you are filing, even though several layers of people/parties may exist between you and the utility on whose behalf you are ultimately filing. Find the scenario listed below to discover how to proceed.
If you... Then you should...
Need to file on your own behalf, as a citizen who is personally a party to a proceeding Choose Filing on my own behalf. Note: if you don't see this option, you may need to add it on your preferences page.
Are an attorney or a consultant filing on behalf of a client Choose the client that has authorized/invited you to file on its behalf.
Are not an attorney and are filing for an attorney who represents a client Choose the attorney you are filing for and the client the attorney represents.
Filing Date: When you create a new filing, you will normally file the document(s) at the time when you complete the filing wizard and press the File button on the review panel of the filing wizard. Under such circumstances, you will choose the option entitled Use the standard filing date and time. This is the default value and you needn't change anything to use it.

However, you may sometimes wish to make a filing prior to a deadline but wish for the filing to actually be submitted just prior to the deadline. Under such circumstances, click on the option entitled Specify a future date and time and enter the date and time when you want the filing to be submitted by the system. Even though your filing is received by the E-Filings system when you press the File button on the Review page of the Filing Wizard, the filing will not received by the recipients until the time and date in the future that you specify.
Filing Type: Choose the industry in which you are filing. If you are filing a practice and procedure rule making filing, click the box located beneath the industry choice list.

Important: If you are filing a rule making for an industry, be sure to choose the industry the rule making applies to.
Proceeding: Normally, you will file in an existing proceeding. However, if you are filing an advice letter or an application and need to open a new proceeding, check the Request a New Proceeding... option. Be sure to enter a caption for the new proceeding.

To file in an existing proceeding, check the option entitled File in an Existing Proceeding. When you do so, you will subsequently choose the proceeding in which you intend to file. The box (initially disabled) located just beneath the File in an Existing Proceeding option helps you quickly and easily locate a proceeding. Begin by typing the first few letters of the proceeding into the box labeled Proceeding Number followed by the asterisk (*) character. Press the go button. The choice list located to the right of the go button will be populated with all of the proceeding numbers that match the search criteria you entered. Choose your proceeding from the list.

Navigation Buttons
Navigation buttons located at the bottom of the page allow you to move from one page to the next and back again. Each button is described in more detail:
Back Disabled on the first page of the wizard, the back button navigates the wizard to the previous page.
Continue Navigates to either the response page or the document page of the wizard.
Cancel Returns to the E-Filings Filing Center without saving any information.
