A proceeding (or docket) is a case that is assigned to a judge, a hearing commissioner or the commissioners en banc.

A proceeding collects together all of the documents to be used in the case. When you file documents in the E-Filings system, you choose to file in either an existing proceeding, or request that a new proceeding be created for the filing.

The Colorado Public Utilities Commission has opted to use the term proceeding throughout the E-Filings system rather than docket to avoid any confusion that might arise from filings made with the commission prior to the existence of E-Filings.

A docket is a type of proceeding, just as an advice letter is a type of proceeding.
