Decision No. C08-1157, ORDER MODIFYING TIME AND ESTABLISHING AGENDA AND FORMAT FOR THE NOVEMBER 13, 2008 WORKSHOP - DOC

  • The time of the November 13, 2008 workshop is modified to 1:00 p.m. to 5:00 p.m.  The workshop shall be conducted in Hearing Room A, Colorado Public Utilities Commission, 1560 Broadway, Suite 250, Denver, Colorado 80202.
  • The Commission identifies the following topics suggested by parties as the focus of the November 13, 2008 workshop:
    • A utility’s incentive to build, rather than buy generation, and how Commission policies influence that incentive.
    • Risk and rate-of-return trade-offs and how various Commission policies on adjustment clauses, cost recovery, and utility deployment of new technologies impact both risk and return.
    • A continued discussion of meaningful measures of the efficiency of the utility firm.
    • A discussion of policies that promote innovation and the appropriate adoption of new technologies.
