Written Decisions
In the early summer of 2009, the PUC conducted focus groups of its stakeholders. One of the topics that came up was Commissioner written decisions or orders. There was a concern among stakeholders that some interveners’ positions were not presented in the Commission’s written decisions. The Commission had a staff team review decisions in an attempt to improve them. This team conducted a year-long study reviewing policies of other state PUCs, analyzing past Colorado PUC decisions to identify “good” decision commonalities, and discussed the topic with NARUC and NRRI. The team has developed a “best practices” outline or guide for Commission decisions to be used by its staff when appropriate. It was decided that all intervener positions did not have to be included in Commission decisions. The outcome for decisions is as follows:
Decisions that are concise yet include reasoning that supports adoption of positions or policies while providing historic context.
