Registration

Anyone may use E-Filings to search Commission records. To make filings, receive notices, or save and automate searches, you must register.

From the home page, locate and click Filer Registration on the navigation menu, located on the left-hand side of the screen.

Pressing this button activates the Filer Registration Wizard. The wizard make registration easier by presenting manageable pieces of related information on a series of panels. Each panel is described in more detail in what follows. If you need more detailed information about a panel, follow the hot link on the panel's name.

As you use the registration wizard, you will notice that it keeps track of where you are in the registration process. Each step is displayed in an area toward the top of the wizard, with the current step highlighted.

You begin the process of creating your account by filling in the fields on the Basic panel.

Step 1: Basic
On the Basic page you provide logon and contact information.  You create your own logon ID and a password. The password must be between 8 and 20 characters in length. It can contain letters, numbers or the underscore.  You must also select a security question and provide an answer.  This information is retained in case you forget your logon and/or password.

The required contact information that you must provide is: name, email address and telephone number.

Provide a value for each field and press the Continue button when you are satisfied that the information you entered is correct.

Step 2: Detailed
On the Detailed page you provide your mailing address and physical address. The zip code field is provided ahead of the city/state field as the system will attempt to pre-populate the city/state field for you. Additionally, if your physical address is the same as the mailing address a check box is available so the information does not have to be retyped.

Step 3: Role
On the Role page you provide the necessary information to tell the system whether you are a Filer or a Filer Administrator.  You also tell the system if you are an attorney, if you will have others file on your behalf, and if you have previously filed with the PUC.

If your E-filings role is that of a Filer and you work for a company, you have the option of providing the name of said company(do not enter your clients name here).   The company name, if provided, is displayed on certificates of service following your name as the filer. (e.g. Filer Name, XYZ Law Firm.)

If your E-filings role is that of a Filer Administrator you must enter the registration code provided by the PUC to the company for which you are the filer administrator. Filer Administrators do not have the option of providing a company name. The registration code provided by the PUC links you to our database and for all intents and purposes in E-Filings, a Filer Administrator is the company for which they are the Administrator. On certificates of service the company name will be listed. (e.g. 123 Transportation Company)

After you've selected your role, you must tell the system whether others will file on your behalf.  This information flags the system to either take you to the invitations tab or allows you to skip it.

Next, we require that you classify yourself in one of three categories: not an attorney; a Colorado attorney; or an attorney, not admitted to practice in Colorado.

Finally, the system asks if you have previously filed with the Colorado PUC. This question is asked so that our existing case management records can be reconciled with your E-Filings registration.

Step 4: Invitations
This page only appears if you indicated on the Role page that others would be authorized to file on your behalf. Simply provide the email addresses of the individuals you authorize to make filings on your behalf. You may also indicate whether you want those you invite to authorize others to make filings on your behalf. For example, a business owner may invite an attorney to file on his behalf. If the the attorney is authorized to invite others, the attorney could subsequently invite his paralegal to make said filings.

Step 5: Subscriptions
With the implementation of E-Filings, the PUC is transitioning how it sends notices to interested and affected parties. The PUC will no longer maintain email lists. Those people wishing to receive notice of filings can subscribe to the notices they wish to receive. Notices are listed by industry and there are also selections for Agendas and Practice and Procedure rulemakings.

Step 6: Attest

The final step in the registration process is the attestation.  To participate in the Colorado PUC’s E-Filings system, Filer Administrators must agree that:

I state under penalty of perjury in the second degree, as defined in 18-8-503, C.R.S., that I am the person identified, or that I am authorized to act on the behalf of such person or business, and that the information contained herein is true and correct to the best of my knowledge. I understand that under Colorado law, providing false information is grounds for denial, suspension or revocation of any permit, certificate or registration and invalidates any other action taken based upon such false information.
