Amended Transportation Rules Effective July 30, 2009

The Public Utilities Commission (PUC) has adopted revised Rules Regulating Transportation by Motor Vehicle that became effective July 30, 2009. 

These rules are available on the PUC’s website at www.dora.state.co.us/puc/rules/723-6.pdf. To obtain a copy of the rules by mail, please call the PUC at 303-894-2000 and press 4 for assistance.

Included in the rules are: increased flat rates for DIA taxi service, increased nonconsensual towing fees, revised disqualification standards regarding criminal history background checks for certain passenger carrier drivers, and new household goods mover rules regarding a consumer advisement and binding arbitration.
Reduction in Commission Jurisdiction
Over Transportation of Property

Effective August 4, 2009:  Except for the towing of motor vehicles or the transportation of household goods or hazardous materials, the PUC has no jurisdiction over the transportation of property.

Notice of New Application Fee for Taxicab Service

Effective July 15, 2009, the new application fee for permanent authority to operate a taxicab within and / or between the counties of Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas, El Paso, and Jefferson is $800.00.

Unified Carrier Registration Program Registration

FOR ALL INTERSTATE MOTOR CARRIERS, MOTOR PRIVATE CARRIERS,
FREIGHT FORWARDERS, BROKERS, AND LEASING COMPANIES

Your business is required to register with the Unified Carrier Registration (UCR) Program.

  • If you are Colorado based, and
  • operate commercial motor vehicles in interstate or international commerce,

you may come to the Colorado PUC and we can help you in person with the registration process, We are located at 1560 Broadway, Suite 250, Denver, Colorado.

New Online Service - Intrastate Stamp Renewals

Vehicle identification stamp fees are $50 per stamp.

Valid Medical Examiner's Certificate

Drivers of passenger carrying vehicles are now subject to being placed out of service for failure to have a valid medical examiner's certificate on his or her person per 49 CFR Part 391.41(a) and the April 2009 Commercial Vehicle Safety Alliance (CVSA) Out of Service Criteria used as guidance per Rule 4CCR 723-6-6103(e)(IV).
