Implementation of Executive Order on Reducing Greenhouse Gas Emissions in Colorado
On April 22, 2008, Governor Bill Ritter, Jr. issued Executive Order D 004 08 "declaring the state's greenhouse gas reduction goals, . . . requesting the Public Utilities Commission to require utilities to submit electric resource plans for meeting greenhouse gas reduction goals, . . . . "
Declaration and Directive (utility sector summary)
- the CDPHE will develop and propose regulations mandating reporting of greenhouse gas emissions for all major sources; and will plan monitoring the state's greenhouse gas emissions inventory;
- the PUC will require from each jurisdictional utility an Electric Resource Plan for achieving by 2020, a 20% reduction in its greenhouse gas emissions from 2005 levels;
- the GEO and the DORA will identify legislative and regulatory changes needed to reduce barriers to investments in renewable energy, energy efficiency, carbon credits, and clean coal technologies; and needed to provide appropriate incentives for investor-owned utilities to reduce greenhouse gas emissions;
- the CDPHE and GEO will evaluate policy options to address future demand for new coal-fired power plants - considering alternative energy sources and options for reducing or mitigating greenhouse gas emissions from new plants.
