Primary Documents
When you file multiple documents in in the same filing, one of the documents you file must be designated as the primary document. The primary document tells the Colorado PUC which document constitutes the principal purpose of the filing.

For example, suppose you file a new application along with several supporting exhibits. The main purpose of the filing is the application. Consequently, the application document is the primary document.

Normally, as you enter documents in a filing, the first document you enter is the primary document. However, before you complete the filing, you have the ability to change the primary document in the filing as when you forget to enter the most important document first. On the document panel of the filing wizard, toward the right of the screen you will see that each document has a little up arrow button (see figure 1).

Pressing the up arrow button on any document moves the document to the top of the list, making it the primary document.
