Consumer Complaints
The Colorado Office of Consumer Counsel (OCC) was created to represent the public interest by advocating for residential, small business and agricultural consumers in energy and telecommunications proceedings before the Public Utilities Commission. Although the OCC cannot represent individual consumers, other state and federal agencies can assist you in filing a complaint against a utility.
Filing an individual Consumer Complaint or Comment
General: The Consumer Protection section of the state Attorney General provides a variety of information as well as referrals to numerous different agencies within Colorado. Not only can consumers file complaints with the Attorney General, but they can report elder fraud alert and provide reliable information on businesses and charities.

Telecommunications: if consumers have complaints regarding local service, slamming (carrier changed without your authorization) or cramming (services added to your phone bill without your authorization), they can contact the Public Utilities Commission, External Affairs Section.
Energy: Similar to telecommunications, consumers can file complaints about utility service or problems with utility bills ( natural gas, electric, water) with the Public Utilities Commission, External Affairs Section.
You may now file a complaint against a public utility with the PUC on-line as well.

The Federal Trade Commission collects complaints about companies, business practices, identity theft and episodes of violence in the media. All complaints are entered into a secure online database used by thousands of civil and criminal law enforcement authorities in order to detect patterns of wrong-doing that could potentially lead to investigations and prosecutions. Like the OCC, the Federal Trade Commission does not resolve individual consumer complaints.
