Information for Rates and Forms
The Colorado Division of Insurance is surveying the health insurance industry to determine the cost of health insurance in Colorado. In accordance with Colorado Revised Statute 10-16-111(4) carriers are required to report a variety of health insurance cost information to the Commissioner of Insurance. The data collected will be aggregated and published on the Division’s website.
Each carrier or entity writing health insurance in Colorado must complete a survey by June 1, 2009. Please read the Preparations Notes prior to completing the survey.
If you are a P&C carrier and have no health insurance business; you only write long term care and/or medicare supplement insurance; or are a licensed health carrier but have not business in Colorado –please do not complete a survey.http://www.dora.state.co.us/insurance/industry/surveys.htm

HB 1389 requires insurance companies to obtain Division of Insurance approval before implementing rate increases.

The Division receives aproximately 12,000 rate, rule and form filings from insurance companies annually in paper and electronic (SERFF) form. Please refer to the SERFF home page for more information regarding SERFF at www.serff.org.
The Division's Rates and Forms section saved Colorado consumers over 3.1 million dollars in 2006.
Important Notice Effective January 1, 2008
Colorado’s legislature passed House Bill 07-1234 requiring type II property and casualty rate filings and health rate filings subject to Title 10, Article 16, parts 1 through 4, be filed electronically effective January 1, 2008. Please see Colorado Bulletin B-1.19
Colorado will require filings be submitted via SERFF (System for Electronic Rate & Form Filing). Insurance companies may contact SERFF at www.serff.org or email them at serffmktg@naic.org for more information regarding registering and training information through Integro Training.

Important Notice Effective December 1, 2007
Colorado Regulation 4-2-11 has been revised effective December 1, 2007. Carriers should address all items of Section 6 in their Actuarial Memorandums for rate filings. Filings not containing all items may be rejected or returned as non-compliant.
Also note, as of January 1, 2008, it is required that all rate filings should be submitted electronically through SERFF. Paper filings will be returned and not filed for use in Colorado.
The Rates and Forms Section has replaced the Property & Casualty Bulletin 09-05, Requirements for the Filing of Rates, Rules, Loss Costs and Forms for Property & Casualty Carriers, with Bulletin B-5.18. The Life, Accident & Health Bulletin 10-05, Requirements for the Filing of Rates and Forms for Life, Accident and Health Carriers, has been replaced with Bulletin B-4.18.
