Barbara J. Kelley, Executive Director

Barbara J. Kelley is the Executive Director of the Colorado Department of Regulatory Agencies ("DORA"). Governor Bill Ritter appointed Ms. Kelley to the Cabinet in November 2009.

DORA is the business face of Colorado's government, composed of the Divisions of Real Estate, Insurance, Banking, Securities, Financial Services, Civil Rights, Registrations, the Public Utilities Commission and the Office of Consumer Counsel. DORA's mission is consumer protection.

Ms. Kelley was engaged in a diverse corporate practice, encompassing primarily corporate and financing transactions, commercial banking, commercial real estate, as well as general commercial and business matters.  She headed the secured transactions practice area.  She has substantial experience in the representation of foreign and domestic banks, bank syndications, borrowers and owner-developers in the structure, negotiation and documentation of complex secured and unsecured financing transactions, including leveraged lease transactions, equipment leasing and other asset-backed financings; acquisition, construction and permanent financing and leasing of commercial real estate; project financing; purchase and sale of syndicated loan portfolios; participations; sale/lease-back transactions; and public-private partnerships.  Ms. Kelley also handled general corporate matters, such as purchase and sale of business assets in domestic and cross-border transactions, as well as stock sales and purchases.

Additionally, Ms. Kelley has extensive experience working with municipalities and counties in Colorado on matters related to zoning, land use and entitlements, annexation, variances, licensing and eminent domain.  As well, she has a broad base of experience in public finance transactions, in representation of the developer, underwriter, trustee or credit enhancement provider.
