On September 20, 2011, the DORA Executive Director officially appointed Mr. Joseph to the dual role of State Banking and Securities Commissioner. Prior to this appointment, Mr. Joseph had served two separate stints as the interim State Bank Commissioner, while continuing his duties as Commissioner of Securities.

In his role overseeing the Division of Banking, Mr. Joseph administers the Colorado Banking Code and is responsible for the regulation of state-chartered banks, trust companies, money transmitters, and the Public Deposit Protection Act.

From 1992 to 1999, Mr. Joseph was the Deputy Securities Commissioner, where he oversaw the examination functions as well as the administrative matters for the Division of Securities. Prior to 1992, Mr. Joseph was the Deputy Commissioner of Financial Services in Colorado for 8 years. In that position, he was responsible for the examination and regulatory oversight of state-chartered savings and loan associations and credit unions.

Mr. Joseph has worked in the financial industry in bank operations, as well as in mortgage and construction lending.

Mr. Joseph holds a Bachelor of Science degree in Business Administration from Colorado State University in Pueblo, as well as an MBA in Finance and Accounting from Regis University in Denver.
