The area operator
receives licenses for each lift on a yearly basis. The licenses
are issued in conjunction with the annual licensing inspection.
The annual licensing inspections for most ski areas occur in the
fall. At the current time, licenses expire one year from the date
of issuance. The areas may operate a lift for skiers on a previous
year's license, providing the requirements of X.3.3 Maintenance
are current. Refer to Section 20 Tramway Licensing of the CPTSB
Rules and Regulations for more information on licensing.
Renewals are mailed in late summer. The forms must be signed and
returned along with the appropriate renewal fees. The renewal fees
and forms must be returned together to the Board office. A license
will not be issued until renewal forms are received and fees have
been paid.
As stated in Board History, previous
section, the Board employs Professional Engineers to perform inspections
for the Board. Currently, we have five contract inspectors who perform
the bulk, of the inspections for the Board. In June, the area operators
are mailed a copy of the upcoming licensing season's inspection
schedule. This schedule identifies who the inspector will be for
each area and how to contact him.
Annual Licensing Inspections
Each tramway receives an "Annual Licensing Inspection"
prior to licensing each year, which is normally performed by one
of the contract inspectors. The "Annual Licensing Inspection"
focuses on the mechanical aspects of the tramway, looking for any
rule or regulation violations and ensuring the tramways are safe
for transporting public passengers. Once any violations (deficiencies)
cited in the inspection report are corrected, the licensee must
submit a notarized letter to the Board indicating how each deficiency
was corrected. This letter is reviewed in conjunction with the inspection
report by the Supervisory Tramway Engineer and if the paperwork
is in order, a license for the tramway(s) is issued.
Several areas operate tramways only during the summer months for
foot passengers. These areas receive their "Annual Licensing
Inspections" each spring before operation to the public.
Annual Unannounced Inspection
The other standard inspection conducted by the Board is the "Annual
Unannounced Inspection." This is a surprise inspection performed
during the operating season, which focuses on the tramway's operation
and maintenance. Again, the inspector submits an inspection report,
which is forwarded to the licensee. By Board rule, the licensee
has twenty-eight days from the date of the inspection to respond
to the deficiencies noted in the inspection report and describe
in a notarized letter how each deficiency was corrected.
The tramways run during the summer months for foot passengers also
receive an "Annual Unannounced Inspection" each season.
Summer Unannounced Inspection
Some ski areas operate tramways during the summer months for "foot
passengers". Areas are required to notify the Board of those
tramways which will be operated during the summer and the dates
of operation. A summer unannounced inspection is then performed
to assure that the specific requirements in the Board's Rules and
Regulations relative to this type of operation are being observed.
Special Inspection
The Board has the statutory authority to order special inspections
if there is a need. For example, special inspections have been ordered
in the past in those instances when an unusually large number of
deficiencies have been cited or when operational problems have been
documented. Specialized testing can also be ordered by the Board,
if warranted.
