Licensing and Examination Information

Introduction
Licensure is the process by which an agency of state government or other jurisdiction grants permission to individuals to engage in the practice of a particular profession, vocation, or occupation and prohibits all others from claiming those credentials. By ensuring a level of minimum competence the licensure process protects the general public. It is the state regulatory agency's responsibility to establish the acceptable level of safe practice and to furnish the means for determining whether an individual meets that standard.

Age
An applicant for an appraisal license shall be at least eighteen years of age.

Rules and Regulations
A current Colorado Division of Real Estate Manual is available at the Division Office, by mail order, some local Boards of Realtors®, as well as most public libraries. All applicants must read, understand and agree to be governed by these regulations. See CRS 12-61-701 et seq and Board Rules for full requirements.

Testing
The Division of Real Estate (DRE) has contracted with Psychological Services Inc. (PSI) to administer appraiser exams. Schedule your exam online at the PSI website

Application
Application to the Board must be made within one year of passing the examination.   Obtain current application form and fee schedule from testing centers or the Division of Real Estate.

Character
The board is authorized to require and procure proof of the truthfulness, honesty, good moral character and competency of the applicant in such a manner as to safeguard the interest of the public. (The application requires disclosure of criminal actions past or pending, and actions taken against a professional license held in this or any other jurisdiction).

General Information
Experience may not be substituted for education, nor vice-versa. Education, and experience must be real estate appraisal education and experience. All applicants must successfully complete the appropriate examination.
Do not submit the application until you have met all of the requirements for the registration, license or certificate for which you are applying.

Temporary Practice Permits
An appraiser licensed or certified in another state may be granted a Temporary Practice Permit which recognizes the license from the other state for practice in Colorado on a short term basis. Temporary Practice Permits are available for any engagement. The Permit is valid only for the appraisal of the specific properties listed on the Temporary Practice Permit. Contact the Division of Real Estate for the permit application.  The fee for the temporary permit is $75.00.

Reciprocity with other states
Colorado may accept a person licensed or certified in another state at the equivalent Colorado level if the other states requirements are consistent with those set by the Appraiser Qualifications Board of The Appraisal Foundation. Colorado does not accept temporary, trainee, apprentice, or transitional licenses for reciprocity at any level. Reciprocity applicants must complete an application for reciprocity, pay the fees and submit a current license history letter or certificate of good standing from the other state. Examination, proof of education and review of experience are not required as these matters were previously handled by the other state. Licensing of Out-Of-State Review Appraisers
The Colorado Board of Real Estate Appraisers does not require a review appraiser who conducts a "desk review" while in another state to be licensed in Colorado. Such a reviewer should be licensed by and subject to regulation by the state where they are located when they conduct the review. The Colorado Board has serious concerns about the geographic competency and ability to access relevant data of the appraiser who prepares a "desk review" of property in a distant market. "field review" to be licensed in Colorado, or be practicing under a temporary permit. In Colorado's view, if any part of the review process is conducted in Colorado, including property inspections, data research, photography, etc., licensure or a temporary permit is required.

Make sure you include your name, license number, contact information and tell what state the license history is to go to. Review your application to that state to tell me whether to mail it directly to that state, or to you - to include with your application. Either way, you will receive a copy for your records at your address you have on file with us.

Real Estate Appraisal Education
Contact providers directly for current offerings. Other providers and other courses may be acceptable on a case by case basis. The Board does not endorse any particular provider or course of study. Applicants should bear in mind that real estate appraisal courses must be at least 15 hours long, have an examination and be from an approved provider. Avoid courses which duplicate earlier courses. Please list all potentially applicable course work; the Board will determine acceptability. Board staff will informally respond to written inquiries as to acceptability of certain courses or groups of courses. Informal review is not a guaranty of acceptability. Links to education providers

Real Estate Sales and Brokerage Courses
As a general rule, the Board does not accept real estate sales and brokerage licensing courses as real estate appraisal pre-licensing education. The Board may accept some of the hours of instruction contained in the courses required for real estate sales and brokerage licensing in Colorado. Such hours may be acceptable to fill in small gaps in an overall program of real estate appraisal education. Determinations will be made by the Board on a case by case basis.
