Notice of Proposed Rulemaking

The Commission inititates rulemaking with a decision which gives Notice of Proposed Rulemaking (NOPR). Proposed rules are attached to the NOPR decision, and show proposed changes from current rules with redline and strikeout. Notice of hearing date, time, and place, and comment due date are included in the notice of proposed rulemaking.

Notices of Proposed Rulemaking are published in the Colorado Register by the Secretary of State.
The Office of Policy, Research and Regulatory Reform
(OPRRR) reviews all Colorado State rulemaking to ensure rules will not hamper economic competitiveness. The OPRRR posts Notices of Proposed Rulemaking of all Colorado State agencies on the OPRRR website and provides email notice of these to subscribers.

As of May 1, 2010, this listing of rulemaking will not be updated for new rulemaking. The Commission's new E-Filings System (EFS) provides for subscription to notice of rulemaing. At the same time, you may also register to make e-filings with the Commission. The EFS is rich with tools for researching all docketed filings made at the Commission.
