A. You may sign up using the online form located on this web site. In order to sign up, you will be required to enter a valid e-mail address. The sign up form optionally allows you to specify only those subject categories for which you are interested in receiving DORA Regulatory Notices.Q. Q. How should State departments and rulemaking agencies submit draft proposed rules (and required cost-benefit analyses) to the Department of Regulatory Agencies for review?
A. Proposed rules and required cost-benefit analyses must be submitted electronically using the Review of State Agency Rules online system provided on this web site. No other method of submission is currently accepted by the Department of Regulatory Agencies.Q. How do I obtain access to the Review of State Agency Rules online system?
A. You will need a valid username and password to access the online system. If you do not already have a username and password, you may request one online using the "Request User ID" link from the Logon Form. Refer to the Online Help document for more information about obtaining a user id.Q. When must I submit draft proposed rules or amendments to existing rules for review?
A. You must submit draft rules to the executive director of DORA at the time you submit your Notice of Rulemaking to the Secretary of State's Officee.Q. What if I am unsure whether or not a proposed rule or amendment to an existing rule must be submitted to DORA for review?
A. Contact the Office of Policy, Research and Regulatory Reform or refer to Senate Bill 03-121 for further guidance.Q. When will cost-benefit analyses for proposed rules or amendments be required?
A. If the Executive Director of DORA determines that a proposed rule or amendment should be further studied regarding its impact on economic competitiveness or on small business in Colorado, he will direct that a cost-benefit analysis be done on that rule or amendment. If the Director makes such a request, it must be made at least 20 days prior to the date of the hearing for the rule or amendment. Any agency receiving such a request must submit the cost-benefit analysis to DORA at least five days prior to the hearing date.Q. How will I know that my agency will be required to submit a cost-benefit analysis for a proposed rule or amendment?
A. The contact person identified for a proposed rule or amendment will be notified by e-mail if a cost-benefit analysis will be required.Q. Are there any guidelines or restrictions on what must be included in the cost-benefit analysis submitted to DORA?
A. Yes, you must submit the cost-benefit information using the template provided by DORA.
