The Michael Skolnik Medical Transparency Act of 2010.

Senate Bill 10-124 enacts the "Michael Skolnik Medical Transparency Act of 2010" to extend reporting requirements to many health care professionals who apply for or renew a license, certification, or registration, on or after July 1, 2011.  Currently licensed Practical Nurses, Registered Nurses, and Advanced Practice Nurses will be required to complete online profiles at their next renewal.  All Practical Nurses, Registered Nurses, and Advanced Practice Nurses newly licensed after July 1, 2011 will be required to complete online profiles before their applications will be approved.

Electronic Prescription Drug Monitoring Program

PRESCRIPTION DRUG MONITORING PROGRAM (“PDMP”)
The PDMP is available for online queries from the following Colorado licensed individuals:

  • Physicians;
  • Dentists;
  • Physician Assistants;
  • Veterinarians;
  • Nurses with Prescriptive Authority;
  • Podiatrists;
  • Optometrists;
  • Pharmacists; and
  • Resident Physicians with Training Licenses.

The PDMP was originally authorized by law in 2005 and reauthorized in 2011. The PDMP provides a secure database of controlled substance prescriptions that have been dispensed by registered Colorado pharmacies. The purpose of the database is to provide objective information to assist practitioners and pharmacists in providing appropriate treatment for their patients. The program allows practitioners and pharmacists to gather information about the patients they serve and to ensure that their prescribing and dispensing is appropriate for the circumstances presented.

The information in the PDMP is considered a medical record, and falls into the statutory provisions concerning policies, procedures, and references to the release, sharing, and use of medical records and health information. Please remember that you may not share your user password, office staff may not utilize the PDMP on your behalf, and you may only access information on patients you are caring for.  The law provides that individuals that inappropriately access, utilize, or release information from the PDMP may be fined.

Each prescriber must disclose to patients for whom he/she is prescribing a controlled substance that the patient’s prescription information will be loaded into the PDMP and may be queried by authorized individuals. Each pharmacy must disclose to patients who are receiving controlled substances that their prescription information will be loaded into the PDMP and may be queried by authorized individuals.

Search the Automated Licensure Information System Online – ALISON
You may search ALISON to obtain information about licenses issued by the Division of Registrations.

New – NURSYS Verification (Nursys.com) Free of Charge Effective 4/2/09
Nursys.com contains data obtained directly from the licensure systems of participating boards of nursing.  You may now verify licenses and receive a detailed report free of charge.  The report will contain the name, jurisdiction, license type, license number, compact status (multistate/single state), license status, expiration date, discipline against the license and discipline against the privilege to practice of the RN or PN being verified.

Nurses requesting an official verification will complete the online Nursys verification process and pay the $30 per license type fee for each state board of nursing where an application for licensure is being submitted.

Nurse Licensure Compact
Licensure of a Registered Nurse or Licensed Practical/Vocational Nurse whose primary state of residence is a compact state other than Colorado may also be verified with the state of licensure.  For a list of compact states with contact information, see Contacts for Nurse Licensure Compact.

The Nurse Licensure Compact requires that states clearly identify when a license is valid for practice only in the granting state.  Licenses that are valid for practice only in Colorado are designated as ‘active single-state’ on the face of the license and also on ALISON.  Licenses not identified as ‘single-state’ are multi-state (compact) licenses.
