Colorado Auto Theft Prevention Authority (Colorado Department of Public Safety and click on "Auto Theft" at the bottom) The Colorado Auto Theft Prevention Authority (CATPA), was established by legislation, SB 08-060, which requires an insurer pay a $1 assessment for every automobile it insures as of July 1 each year.
