During its 2000 Session, the Colorado Legislature determined that boxing and kickboxing will be regulated sports in the state. The Office of Boxing and the Colorado State Boxing Commission became effective July 1, 2000.

DORA Approves
Sanctioning Bodies for Amateur Combative Sporting Events

In the 2004 legislative session, the Colorado Legislature passed Senate Bill 04-045, which bans "Toughperson" style boxing events in Colorado. The law requires all combative sporting events, such as boxing, kickboxing or mixed martial arts events, to comply with one of three regulatory options:

  • Professional events must be licensed and regulated by the Boxing Commission.
  • Amateur events must be approved and regulated by a nationally recognized sanctioning organization recognized by the Executive Director of DORA.
  • Events not falling into these categories must comply with health and safety rules approved by DORA.

Pursuant to §12-10-107.5(13), C.R.S., DORA has recognized the following national sanctioning bodies to approve events in Colorado:

  • Amateur Boxing: Golden Gloves, Silver Gloves, Police Athletic League, Intercollegiate Amateur Boxing Association, USA Boxing
  • Amateur Kickboxing: International Sport Karate Association, International Kickboxing Federation, and the World Kickboxing/ Karate Association.

On September 30, 2004, the Department of Regulatory Agencies adopted Health and Safety Standards for the regulation of amateur events pursuant to §12-10-107.5(13), C.R.S.
